Definition

The ruler of a house is the planet that governs the sign sitting on that house cusp. Once a chart is cast, every cusp inherits its sign, and the planet ruling that sign becomes the spokesperson for the affairs of the house. Wherever it sits in the chart, by sign and by aspect, it carries part of the story of the cusp it answers to.

In context

If the cusp of your seventh house falls in Libra, Venus is the ruler of your seventh house. Where Venus sits (its sign, its aspects) describes how the partnership themes of the seventh house actually play out in your life, even when no planet occupies the house itself. The technique gives every house a voice through its ruler, so an empty house is never silent: it speaks through the planet whose sign covers its cusp.
